Pursuant to Section 315 of The Municipal Act

A. Description of Proposed Local Improvement:

The Rural Municipality of Shoal Lake installed a sewage system in Local Improvement District No. 1 (Oakburn) in 1967 under the authorization of By-Law No 776. In 2007 370ft of sewer line collapsed along Wren Street and 191ft of sewer line collapsed along PTH 21 North Main Street. These lines were immediately replaced with new PVC pipe to continue providing service to the affected residents. The Rural Municipality of Shoal Lake is proposing to recover the costs of the line replacements under Local Improvement Plan No. 08/01.

B. Area of Municipality to be levied under Local Improvement tax:

The area within the Rural Municipality of Shoal Lake to be levied under the proposal is:

Community of Oakburn located on a portion of NE 21-18-23, SE 28-18-23,
NW 22-18-23 and SW 27-18-23 in the R.M of Shoal Lake.

C. Potential Taxpayers under the Plan:

The local improvement tax will be levied upon the users of the sewage system in Oakburn (see Schedule "C").
There is no railway property subject to this tax.

D. Proposed Method and Rate for the Local Improvement Tax:

The proposed method of taxation to be used to calculate the Local Improvement Tax will be on a per parcel, per connection basis.

The per connection rate (sewage system users listed on Schedule "C") is as follows:

Cash Option: $536.63 one time payment
Finance Option: $123.94/user annual payment for 5 years (15,617.47/126=123.95)

Pursuant to Section 325 of The Municipal Act, all taxpayers may prepay their portion of the local improvement tax by a date set by council.

E. Cost of the Local Improvement:

The 2007 line replacement costs made by the Rural Municipality of Shoal Lake totaled $67,615.47.
In 2007 the actual costs were:
PVC Pipe: $16,044.00
Excavation/Installation: $41,880.76
Line Flushing/Pumping: $ 8780.38
Supplies: $ 67.33
Labor: $ 843.00
Total: $67,615.47

F. Sources of Funding:

The costs of the Local Improvement are to be recovered from the taxpayers in the community of Oakburn.

G. Amount of Money to be Borrowed, Interest and Terms:

The amount of money to be borrowed is $67,615.47 with a maximum rate of interest of 5% over 5 years.

H. Funding the Operation of the Local Improvement:

The operations of the Local Improvement will be funded by the users of the sewage system through a quarterly payment as approved by the Public Utilities Board to the Rural Municipality of Shoal Lake.
